My bike doesnt start without start fluid or carb cleaner or something i had it idling before but it was really rough and when you throttle it (any amount) and it stalls out

If you put your hand over each of the carb barrels it will slowly start but spraying as on your hands then when you get it to idle it dies again

P.s i own a bandit 400

got the bike running but it idles at like 4000 and also like right after i turn it on the radiator starts smoking big time and starts crackling? whats this mean
