... the hand levers?  Is that some sort of slip on thing?  Anyone know where I could get some to try?

Try this link.  $2.98 each.  Now that's cheap.  I have a set on each of my mountain bikes.  Really good for the summer down here - when you sweat to death.

My son was sponsored by them when he was doing BikeTrials. I don't think he ever used the lever grips, just stem pads and chainstay wraps. Are the lever covers neoprene???? All the other stuff was.

YEP!  Just neoprene. With a bunch of screen printed lizards all over it.  I usually turn mine inside out so they are just plain black.
