That's actually a car going the opposite direction on the Dragon.
Not much of the story came out, but the rider wasn't hurt, no damage to the vehicles...(Hard to believe) and the rider claims he 'screwed up'.

It looks to me like the car pulled off to the side of the lane, and stopped to avoid the squid who was trying to launch himself into the woods......

In my cruiser days, I loved the hot days, got the T-shirt and leather vest going cooool man
After taking an advanced rider class when stepping up to the B12 I just don't want to drop my safety gear. Is that stuffy?

That kid got bashed hard on killboy.com, and rightly so. He claims he needed brake and when he tapped the rear it didnt work. Then he decided to point for the opposite shoulder. He rode out but he's got to be a dumbass.
