I don't want to disagree with you, but I think the handlebars are too high off of the seat. Plus if it's a helmet state I don't se a helmet anywhere. Then there is the possibility he just did a burnout (reckless driving). I think the cops just pissed because the kids on a cruiser and he isn't.
