If the modulator conforms to Federal rules, they are legal in all 50 states:

Have had one on two different bikes for six years.
Cons: haven't experienced any.
Pros:
1) I haven't been hit by another vehicle.
2) Haven't had any close calls on cars turning left in front of me at intersections or pulling out from side streets.
3) I've have maybe six per year start to pull out from a side street, then suddenly stop before getting into the road. Got to believe the modulating headlight caught their attention.
Still, I ride like they can't see me. Even with the modulator, I've had cagers on cell phones cut me off. I was ready for them both times.
I have the Kisan model. Plugs in between the headlamp and the power socket.

I have a KRISS on my 02 Bandit naked. It works! It is very easy to install.

I have signal dynamics. You have to take off the front cowling to install it, which makes it a bit of a pain. I have the on/off switch on the dashboard - looks neat. And the flashing feature when you use the horn is kinda cool too. I am glad I got it.

what is it that a headlight modulator does exactly? (sorry newbie here)

Makes your headlight flash at regular intervals in hopes that the next guy about to turn left in front of you will actually see you. May or may not help, but won't hurt.
