Too much charge

G'day all,
                   this is my first time here my name is Darren and i own a 1989 250 bandit,and man do i have problems  :sad: To start off with it seems to be sending too much charge back to the battery,i have stuffed 1 battery to the point where the casing on it expanded so much that i had to smash it to get it out (boiled it dry).. A mate out his multi metre on the battery terminals and it reads 16.45 volts...Does any one know what the reading should be?
                           Secondly,when i start the bike it idles ok,but when i turn the throttle it just flat revs.The damn thing sounds like it is restricted somehow.....
                     Anyone got any ideas on these problems?Any help would be great.Sorry to be a pain in the arse first time in here....
 I'm from Ballarat Victoria,anybody close to me with a bandit?

You should be reading in the 12.5-14.0V area. Sounds like a rectifier or regulator problem.

As for your flat rev issue, have you checked the spark plugs? If so, what do they look like? How's the air filter look?

g'day red01,
                  The spark plugs are new and i currently have the air box off so it's not the filter....Any other ideas?i've had this bike for 3 years now and it hasn't missed a beat and now that i want to sell it,it starts playing up  grrrr....

If the airbox is off, you're getting too much air, so it's running lean - unless of course, you've re-jetted to compensate for the lack of an airbox.

Thanks Paul,i'll put the air box back on and see if that makes a difference,but would that make it flat rev all the time?Thanks for your help mate....Darren

G'day red01,
                  i replaced the air box after poking a bit of wire down the jets on the air box side of the carbys and now the bike seems to splutter up till about 7000 - 8000 rpm then it just takes off like a rocket (never gone so well since i had it )but like i said no up to 7 or 8000 rpm.. Maybe i need to clean all the jets?Also had my regulator checked,seems to be fine....
