Hesitant throttle

I just got my bike back from the shop after an overhaul, and I'm noticing the throttle is hesitant when I blip it. When I first start the bike, it can actually stall it if I blip the throttle. There's first a steep rpm drop, followed by normal rpm rise. Could it be that the carbs are running too rich? I ran out of gas sooner than I normally expect, which makes think this. I also constantly smell gas, pretty much at any speed. The bike otherwise feels normal.

Idle dropping when warm: too rich. Check your screws and also the synch on the carbs. Response isn't as crisp when they're off.

When just fired, it isn't unusual for the carbs to fart and cough a little till the bike warms up and carburates a bit better, at least from what I've experienced anyway.

Thanks. Turns out the mech forgot to sync the carbs after doing the valves. Running great now.
