It flashes your headlight on to high beam....assuming you have your lights on low beam.

Ofcourse the Aussie Government has decread that all bikes made/imported after a certain date MUST have their lights on all the time. Unless you want to fiddle with the electrics and run the risk of having your bike deem 'un-roadworthy' once you turn the iginition ON then the lights come on and you can't turn the b#$tard things off - they even make the manufacturer remove the light switch.

LOL - The US gov't did that back in the mid 1970's!

My '77 GS750's light switch was similar to the turn signal switch, it just had two positions, high & low beam. When I bought the bike, the mechanic that did the setup asked me if I wanted to be able to turn the headlight off. I said, Sure! So he unscrewed the switch housing, grabbed a small screwdriver and knocked out a piece of aluminum in the housing (scored for just this occasion at the factory) and, VIOLA! The switch had an OFF position.

It's not so simple anymore though. I think the Euro market and maybe even the JDM bikes have a light switch with an OFF position though.

If you're pressing the "pass" button with the lights on low and nothing happens, the "pass" button isn't working, so it's either a switch problem or a wiring problem.
