How did you guys get that shit that is covering the capasitors off? I dont know what to use that is safe on the other components.

Tweezers and exacto knife to get if off.
Don't use silicone to seal it back up. Rubber cement is probably best.

Great thanks a lot i wasnt quite shure on how to do that. I fixed it and I'm waiting on the voltage regulator before i start it again. Hopefully she'll fire right up.
