Is a 46 tooth sprocket better or worse than a 47 tooth? Also as far as fork springs go, please explain spring rate like for example .8 0r .95. Does that mean how stiff they are? I have some Race Techs in my forks but I don't know the spring rate.

Depends on what you want. A 47 would give slightly better acceleration than a 46. A 46, slightly lower rpm at a given road speed than the 47 and at least in theory, a higher top speed, but actuality may or may not.

A .95 spring would be stiffer than the .80.

race tech springs have the weights (8.0 , 7.5, ect..) scratched into the top of one of the coils.

That's only true of the springs that come from one of the 2 companies they source their springs from (they happen to be the Accurate springs too).  About half of all the springs they sell do Not have the rates on the end, and through a different rate testing procedure, they're also a rate Lower than what Race Tech sells them as (yes, this is fact ~ I've had to deal with more than a few of these back when I was rebuilding a dozen forks a day as my job).
