Sorry Jay, but the reverse is true.
A larger rear sprocket definately reduces top speed and increases torque due to the change in final drive ratio between the drive and driven sprocket.
A taller tire means a longer tire circumference, means each revolution of the wheel travels farther, basically increasing top speed.
If my math is right, 150/60 roughly 63 cm dia, = circ of 201 cm
150/70 roughly 66 cm dia = 207 cm
Difference of approx 3% = 3km/hr @ 100km/hr.
