The previous owner seems use tap water.......
i want to remove the rust, but i found some homepage said using acidic cleaning fluid will damage the seals of water pump......

What I would do:
-remove the supply line to and from the water pump. You can (should) also remove the thermostat so it's a clean shot through the motor.
-use your garden hose and proceed to douche out one end and watch the other end spew
-repeat for other end, repeat till douche is clean water
-refill with distilled water and ride for a short while (don't forget to reinstall T-Stat), then re-douche
-After runoff is clear, fill with correct mix of anti-freeze.
