Jus because the plugs were removed doesn' necessarily mean a jet kit. Some markets the Bandit is sold in don't have the air screws covered with plugs.

You will need to verify if a jet kit has been installed, and if not, either install one or at least follow the instructions on Fast Larry's Tuning Tips page.
