Today while looking at my 2003 1200S I notices slight oil misting/weeping around the oil sight glass. It was enough to cause a dirt film to collect but not enough to drip. I bought the bike used with 1400 miles this summer and it now has 4000 miles.
Should I just ignore this or is it a warranty item? Do I even have warranty coverage as a 2nd owner?

Tough to get warranty after the first year...
Before you get too worried about it, ride the bike some and see if the seal swells a little as you use it this spring. 4000 miles on a 4 year old bike is not a lot, and the seals will all have dried out a little. You may find the leak gets better. If not, this should be a pretty easy one to fix.

The former owner may have cleaned the engine prior to your purchase and some cleaner, usually lubricant for a shine "pooled" in there or wasn't sufficiently wiped. In the end, you're not sure.
Clean the cover and the sight glass with soap and water and make sure there is no oily residue remaining. Thrash the Bandit for 1000 miles. You'll likely find that there is no weeping. If for some strange reason there is, I'd buy a tube of clear acrylic caulk and would force it into the sight glass seam with my fingers. Clean up with soap and water and you'd never notice the repair.

Out here in the AZ desert there is dust and after a ride I have all sorts of oil dust collecting on areas that normally you wouldn't expect, especially on my dirt bike, anywhere there is any kind of seal holding back any kind of liquid, there is a dust collection but never a leak. If there is no leaking on the ground your good to go.
