I don't know there is a manual you can download here in the "downloads" section. If it's a 2004 then the tach is electronic which may mean it's just a loose wire. Maybe if possible trace the wire from the tach and see where it ends up. Maybe it's kinked or the insulation has worn through somewhere. Since it only happens once every 5 or 10 seconds I would say that's probably the culprit. Also check once you've traced it the connectors from the coil or timing plate to the guage and back to make sure they are just not a little rusted. If it's a plug like the speed sensor you can unplug it and clean the connectors. Put a little vaseline on the plug leads and tape or shrink tube the connections so they are water tight and you should be good to go. If it was totally screwed you'd either have no RPM reading on the tach or it would go bananas like my speed sensor.(I doubt I was going 200 at a stoplight
) A simple loose or rusted connection seems the likeliest. I couldn't find a pic of the instrument cluster, however since the GS1200SS is basically a Bandit with slightly retro styling I can't see it being much different. Do you have a pic of the instrument cluster? If not, if there is no cable coming from the tach to the top end of the engine then chances are it's electronic.
