is there a way to balance a tire without a machine?

buy the weights, put the tire on the bike without the brakes being on so that it can move freely. With the wheel up in the air give it a quarter turn and let it fall into place. The heavy side goes to the bottom..you add weight to the top. That be the white trash way.

For better accuracy you should balance the wheel without the tire using the axle supported on each end.  Follow tanner's advice to locate the heavy spot and adjust accordingly.  Most tires will have a mark for the light spot and you line that up with the valve stem.  Re-balance if necessary.  Here is a great link about changing your own tires that includes information about balancing......
