O&S - you bought the wrong ones. ATV & Snowmobile heaters use the same element for both sides since they don't have throttle sleeves. M/C specific heaters have a hotter element for the left grip, since it's on the handlebar (which acts as a heat sink) and a milder element for the plastic throttle sleeve.

Even with m/c heaters and wrapping my bar on the left with two layers of electrical tape, my throttle hand still gets a little warmer than the clutch hand, but it's not significantly different.

Figures.  That's what I get for asking advice at the MOTORCYCLE shop where I bought them!

So as long as you get the right version, they're great!
