I would probably cut the plates out of mild steel after cutting a pattern the other problem is having a gasket that will hold up seal the hot exhaust gases. I have asbestos gasket I got from a Coast Guard engineer because it is impossible to find but holds up to almost any heat. Another way would be to sacrifice the air induction plates themselves, cut the tubes off the ends and braze up the holes, grind and paint.
The fan isn't for riding but for sitting in LA traffic or just sycroniseing the carburetors. I wouldn't of believe that the B12 gets hold if sitting still, but without a fan the readings on the manometer get erratic and you cant synchronize, and yes I do use a house fan for now when I sync. But that's it, stationary cooling, and sounding cool when thermo probe turns it all on. One from a small car radiator at a junk yard, repainted engine black or international orange (jest).
