Do I need a primer, ground coat or base coat before painting my brake calipers with high heat Duplicolor
anodized paint?

no as the calipers are already painted and well baked on. unless the oem paint has deteriorated and in that case, strip and repaint with the caliper paint.
I dont recall ever seeing a high heat primer. for engine paint I have though.
