My brother is looking for a set of hard bags for his 03 B12.
 Any suggestions on what to buy and where?

Corbin has some nice beetle bags. They are a little pricey though.

I'd suggest a search of the site using "hard and bags" as your search criteria. There are a lot of threads on here that will give you the skinny, from Beetle bags (most expensive) to Milk Crate and everything in between.

I like my Givi TopCase but it definitely wasn't cheap. $160 for the case and $80 for the wingrack. And there are some people on this board who are less than excited about the way they look  :grin:
