More trouble shooting....I was a little distracted ( 5 yr old ) when I was assembling the carb; so I had reversed the plastic spacer and spring support washer on the needle. So, I bet the 150 air jet and 35 pilot with air holes could have worked. I will try them out again in the Fall.

First ride tonight for some RVA Bike Night. Might need to raise the needle one ...or should I say lower the clip one to raise the needle.
I'm also now looking make some better headlight brackets and getting a new end can (muffler).

That must have been frustrating! At least you found the issue
