idle with choke on

i have never got my 93 to idle any less then 2200rpms. Anything under that and it just dies. On full choke the bike revs to 4-6k and doesnt go down,  i have to start moving the choke back. Is this idle on choke seem right? I know they are cold blooded but this seems wrong.

I synced the carbs and that didnt help. I only drive it 3 miles for like 10 mins at a time, maybe it just hasnt warmed up enough to work out the issues.

My 1991 250 will idle around 6k with full choke at cold startup.  I usually start around 3/4 choke, which is around 4k and immediately lower the choke until the idle is around 2500 or so.  Anything less than that and the bike wants to stumble and try to stall.  Once it warms up, my bike idles between 1700 - 2000.  I know it's a little high, but the bike seems happy at that idle speed.
