Carb problem

Hi all,
I have an RF 400, which I beleive is basically thr same engine as a Bandit 400. Anyway...I'm having problems starting it. The plugs have a good spark, the fuel seems to flow ok from the fuel pump, BUT the plugs are dry. I've tested the pilot jet on 1.5 all the way up to 3 turns out but with no joy. Would this be blocked jets, although I've had a quick inspection of them and they appeared to be clean !!!
Help.......the weather's getting warmer and there's more bikes out !!!!

Just one other thing. I've got the tank off and have connected the fuel pipe from the pump straight to an external bottle with fuel in it therefore bypassing the petcock. Would this make any difference ?
