well i have a new starter and a new starter relay.

 when trying to start it the relay clicks and the starter gets power but wont turn the motor over. upon release of the starter button it sounds like the starter is spinning internally.

any ideas? engine seized???

Bad petcock and hydro-locked cylinder? Take out the plugs, thumb the starter and see if gasoline hits your ceiling. Or take out the plugs, put the bike in a high gear and push and see if the motor turns.

well i shot gas out of cylinder #2 by pushing it in 6th and then with the starter

since it was not running when it got hydro locked is it okay to assume that the engine should be fine?

After an oil change to get rid of the fuel contaminated oil.

oil changed. bike back together. charged the battery. bike started and idled nicely. but i wicked it up to like 5k(after it was hesitant to make any throttle adjustment) and it only dropped back down to 4k where it sat but had EXCELLENT throttle response. when revving 4k it also had some white smoke.

White smoke smelling like gas is, well... too much gas.  Other wise it is water.  Condensation should burn off shortly, if it keeps going, that's usually a sign of a bad head gasket or a cracked head.

after a bit the white smoke goes away. im going to turn the pilot air screws back in a turn. they are at 2.5 turns out right now. and check my fuelcock for clogs.
