Stuttering at 12k rpm - any ideas?

I'm having a strange problem with my bandit and wondered if anyone might be able to help?

Its revving through to the limiter perfectly under most circumstances, however if I give it full throttle from a standstill, then in the first two gears when I hit 12k rpm I get a big stutter which sounds like its hitting the rev limiter, then after about a second it kicks back in and it revs all the way through to 15k rpm as normal.

A bit of history - before this started my bike had been running on 3 cylinders, this was fixed by a thorough cleaning out of the carbs. However the mechanic said it may be a good idea to fit a new fuel filter as mine was possibly clogged with gunk. Could a blocked fuel filter potentially cause this strange stuttering?
