Legal in the Strictest sense, probably not (depends on if he's gone through all the paperwork hell at the local DMV)....  legal in that you can get a title for it, sure.  Since it's the same motor as the Bandit 4, I bet you could make it Completely legal without TOO much work.

Although, I do see a LOT of Greybikes coming out of Colorado (wondering if it's not military folks making their first stop back from Okinawa, and bringing back bikes as "household goods").

Guam is an American territory, so any vehicle there would need to meet typical American vehicle requirements.

Hi Brian,
            Problem with RF400 is it's the 600 bike with the Bandit motor fitted, they are abit heavy and this kills the motor .

                        Still nice though Chris H .
