Possible speedo problem?

I have a 96 Bandit 1200S. I noticed this week that when I had pulled up at traffic lights, the speedo was still coming down. It went down from about 20km/h to 0 while I was watching - while I was stationary.
Seeing as the speedo system is a direct drive cable setup I am presuming there is something wrong? When I am stopped, the speedo drive on the front wheel must be stopped, so the cable should be stopped, so the speedo should not be registering?
First thing I have checked the cable, coz that's easy to do - it's fine.
Can others see if their bike does the same thing?
Has this happened to anyone else?

When you checked the cable, did you look at both ends of the cable and the drives to be sure they aren't slipping between each other? Did you pull the drive cable from the sheath to make sure it isn't broken, but being held close enough together to seem OK?

If all that's good, then something internal to the speedo head is slipping.
