This is a heavy duty, adjustable webbing sleeve/strap combination, with tie-down loops on each end, which slips over each end of the handlebars to securing the motorcycle in a truck bed, or on a trailer.
I used one for the first time on my trip to Daytona, and recommend them. The bike seemed more stable, and I didn't have to worry about straps contacting bodywork!
Will post a pix when I get a chance. I mail ordered mine, think it was around $25. It doesn't eliminate the need for 2 straps for the front end, and you still need two straps on the rear. Available at most MTC parts places.

I can attest to the durability of these things, too.  I used to work at a bike shop and we had two that were always in our pickup truck.  They got used EVERY DAY FOR THE SIX YEARS I WAS THERE!
We tied down everything from 50cc dirtbikes to GoldWings!  Most of the time they just got left in the bed of the truck exposed to sun, rain, snow, you name it (this was in CT).
They were slightly worn and color faded, but they were still structurally perfect.
