First, you have to host the picture off site. Then all you have to do is enclose the address where you picture is located in the "" tags.

Correct!  And it has to be the url for the pic, not the page it's on.  Right-click the pic and select "Properties" to find out the address of the pic (if you're a PC user - not sure on a Mac).
