Seen the bike a few times. Its a second gen B4 gk7AA.
Extas are jacked up RGV250 rear end, RGV or GSXR4 front end, yoshi pipe and aftermarket rearsets. Its a very nice clean bike altho the front master brake cylinder sticks out like a sore thumb.

Found this on a french forum:

Donc, vous prenez un 400 Bandit V (V, le modèle japonais avec un système de valves space), vous virez ce qui sert à rien (il y a plus de régulateur), vous y collez une fourche et un bras oscillant de 250 RGV, vous faites un mix moteur avec des bouts de 400 GSXR (je suppose le haut moteur, mais mes connaissances en Japonais, hein, bof  ). Un yoshimura Zyclone pour laisser respirer tout ça et un pneu taille basse à l'avant pour le look, On ajoute enfin des pare cadre discrets et des commandes reculées, et hop, Gaaaaaazzzzz!!. Il me semble que l'ensemble commande/commodo vienne d'un 250 RGV (voir bocal liquide de frein), mais la encore, faut que j'apprenne le japonais courant. 

Dunno what it means tho.

So you take a 400 Bandit (V, the Japanese model with a valve system space), you turn this useless (there are more regulator), you stick a fork and swingarm RGV 250, you mix engine with bits GSXR 400 (I assume the top engine, but my knowledge of Japanese, eh bof). A Yoshimura Zyclone to let it all breathe a tire size and low in front for the look, the last barrier is added under secretive and remote controls, and presto, Gaaaaaazzzzz!. It seems to me that the whole command / stalk comes from a 250 RGV (see jar brake fluid), but again, I must learn the Japanese current.

Nice sleuthing G! I think some of it may still be lost in translation though. "you turn this useless (there are more regulator)"?!?!? Ha.
