Rear shock help or advice

Its been a long story & maybe some of you guys have suggestions or advice,i am at witts end.
Bought a used Fox shock & found it was leaking so as i live in Asia i waited till i had a vacation & went home to Australia.
While there i had the shock serviced by a reputable bike suspension specialist,seals,bladder etc...valves were in good condition & was told the spring was still ok,even if i wanted to renew it they couldnt find a replacement. ( my weight 77 kg)
Return to Bali & install but the back end of the bike just feels like its bouncing on the spring with no pressure from the shock itself.
I managed to get the manual from Fox racing & have followed the instructions...sag...compression..rebound but nothing seems to change the sloppy,spongy wallowing of the  back end.
The shop fully gaurantees their work but i can expect a minimum of 6 weeks with the shipping unless i find another reason & it was fully tested under pressure after service & refilling nitrogen to 175 psi.
So...is there something i have missed?
Installation is pretty straightforward & several guys here seem to use the Fox.
A factory standard shock will be about us600 from Singapore!! so want to look at any option before the last resort of shipping back to Aus.
