Do I need a Stage 3 kit?

02 Bandit 1200 Pod Filters, Shorty Muffler and I believe stock jetting. Just changed the plugs and had my carbs cleaned. My carb guy said that they were pretty clean before he cleaned em, but said I may possibly need a kit because of the pods.Here are some of the things Im experiencing.
-Takes forever to warm up
-Bucks and coughs at low rpms (tough to ride around 3k)
-No low down power
-Power comes on at 6k

Right now my fuel screws are turned out nearly 4 turns.
If anyone has a 01 and after 1200 with a dynojet stage 3 kit, what do you have your clips and screws set at? Ive heard the original instructioms are kinda off.

Well most probably yes. Goldern rule says that (IIRC) if your fuel screw is turned more than 2.5 turns out you definitely need larger jet (not necessary nearest larger).
